That guy is one smuggler. And considering the tons of cocaine that make their way into countries that have the death penalty for drug smuggling someone clearly decided to smuggle there anyway.

Do you have any examples of criminals saying they decided to restrict their rapes and murders to a particular country due to the penalties being milder?

I'd argue there are so many other confounding factors in play pre-1994 that nobody can look at the death penalty in isolation and any effects of it being removed in SA (effective policing, relative lack of corruption, passes controlling movement, general lack of human rights for people with a particular amount of melanin in their skin etc.)

Besides the murder rate before 1994, even before the 80s, was not much lower than it is today. Reported rape was lower, but still in the region of 15,000 per year in the late 70s. Hardly an example of the death penalty acting as a major deterrent.
