It would be a very ambitious overreach of power. No matter how much we support someone, we shouldn't be happy with the idea of any government reaching for so much power and getting away with it.
It seems to be actually a reasonably routine thing the presidents do. And you know, I actually like the idea of the US military budget being used to nation-build the United States of America for a change.
Alternatively, if Trump is feeling trollish he could take the money from the California FEMA money.
