Looks like VLC with a bunch of M3u links.

Pretty easy if you just google around a bit.
That's pretty much what IPTV services do.

They compile and update the m3u link, add an EPG, and you simply turn on your teevee, select whichever IPTV app it is you're using, and browse for whatever it is you want to watch.

You know that's not IPTV? Sounds more like torrenting.

iptvs often have an app you can use of an m3u link to the channels they provide

which is what that screenshot was

on my firestic, i use iptv smarters. on my pc i was the m3u link my iptv provided me to watch using vlc (i would set it up in kodi but vlc is quite straightforward)

They more or less all do. The issue is which provider offers that content? No legal non shady ones to my knowledge. The fact you don't want to mention any names here...

I wasn't aware I was asked to provide a name. i think the forum rules say i probably shouldn't anyway as they will have to pay the legal costs
