South Africa wants to ban scrap metal trading to fight cable theft

The Department of Trade, Industry and Competition (DTIC) gazetted a draft proposal to crack down on illegal dealings relating to scrap metal trade in South Africa for public comment, and the African National Congress (ANC) is in full support.

The document proposes implementing a six-month export ban on scrap and waste metal, including copper cable, and a permit system for exporting specified semi-processed metal products.

South Africans are honest people with high morals. They upstanding, decent, peaceful and loving people who respect law and authority. Banning the trade will put a definite end to these hideous criminal activities. Well done ANC!

Suppose it’s something but it seems to overly focus on the export bit. Suppose that will be so that the fat ANC cunts can continue to eat.

Yup. That'll do it. Those pesky criminals will stop their criminal ways and definitely won't create a black market. No sir. Not in this country.
While we have been clamouring for years, that this must happen, you are spot on the money.

This is a great idea, but we have syndicates and complicit government officials, who are allowing the following to happen, which makes the scrap metal market look like child's play:

- The stripping of our fish stocks.
- High-grade coal, been illegally shipped overseas.
- The export of raw materials, with the finished goods made from SA metal, imported back to SA, and those products undercutting local manufacturers. (The aluminium industry is a good example).

Exactly. Much like any good idea. Utterly futile in the hands of the ANC. They have neither the ability to correctly implement or enforce it.
They keep trying to patch problems instead of fixing the root causes. So they can do this but it won't stop. In a country that runs on corruption, criminals thrive.

this will also deal a blow to all the waste collectors that harvest cans, etc from your bins, all that stuff will end up on land fills, as they also wont be allowed to sell that waste they collect, approx. 215000 people suddenly loose income stream, local foundries will also not get stock, as well as the legit scrap metal dealers , many many more will will be without jobs, this is a **** show waiting to happen

What the knock on result will be, is that is will drop the price for the commodities down, way down ( the non ferrous metals) and instead of it lowering the incidents of theft, i suspect it will double, if not triple, those guys are still going to steal copper, and find somewhere to sell it, its not like they suddenly going to repent and stop stealing cables, if anything , this ban will make matters way worse

The legit dealers / recyclers are being punished for the sketchy bucket shops, this ban is the same as saying , we need to stop car sales because hijackings are on the rise... its stupid

Just make scrap metal price so low that it's not worth stealing or selling.
the people stealing wont suddenly stop stealing, they will either a) start looking for other stuff to steal , apparently tv's , laptops, etc are rather profitable, are we going to ban the trade of them as well? or, b) they will just steal more to compensate for the lower price...

there are refineries in the country that the dti & gov have interests in, who will get raw material ( ie scrap metal ) at rock bottom prices once the market collapses, and they will sell on final product ( ie finished steel) for massive profit...

So do nothing is your answer then. Brilliant idea
Step up enforcement ( police actually doing their jobs) , clamp down on sketchy bucket shops, and stricter enforcement on dealers, the police must actually come check second hand goods registers, and weekly, not only when the MEC is in town

I like this, mostly from the direct economic benefits of the ban on export - this country's pretty good at processing this scrap metal in to useful things - but with the red tape involved, the easier and cheaper pipline is to ship offshore and then import the processed metal. Any support from any direction to keep the scrap local and process it will not only make it easier to catch the skelms, but create jobs and bolster an industry with hopefully long term benefits past the 6 month window, if that's enough time to re-align the manufacturing pipelines of the metal industry as a whole to include this processed metal.

Oh one of those. Stating an obvious problem isn't doing nothing. There's lots that can be done but isn't besides making life difficult for honest people.

Oh Boy...this isnt going to go down well with the Association of Nyope Boys...
