Unless there is even more debt made somewhere to cover refunds, its probably going to be some sort of useless credit mechanism somewhere. OR, and this is the most likely case imo, there will be no refund, this is just smoke and mirrors.

If etollie money is going to be refunded to car hire companies, those companies need to refund their customers that paid the etollie fees as part of the car hire contract.

I would love to know how the VAT on refunded etollie fees is going to be reconciled.

I can't see how e-toll users will be paid back in cash. There is simply no money.

I suppose we'll also get refunded the increased cost on food and other essentials caused by the increased cost of transport due to e-tolls?
