Yeah no it's not... The provincial guy has no real say, he's just a figurehead.
The MEC is just a figurehead. David Makhura is a king maker though.
That's why Mr Fearvokkol can't push through the decision that he wants which is drastic enforcement of eTolls and collections of outstanding bills. Makhura has real clout and doesn't want eTolls.
