E220 Problem at WinXP Home ed.?

Hello,
I am currenty having problem using the E220 at my Dell Optiplex GX220 with Windows XP Home ed.

When i was using the E220 at the XP-Professional-PC next to the home edition, i have no problem at all.

Is there any issue on E220 vs Win XP home ed.?

At Win XP home ed, i have:
1. Full HSDPA signal strength
2. Temporary 3-minutes fast browsing at first time connected (after 3-5 minutes, the connection is going very slow - 0 bps downlink rate).
3. USB 1.0, is there any correlation with this?

I am now desperate in solving it
one more, i am reinstalling my PC with the Dell-MicrosoftXPHome CD.
so the windows starts with the very first version of home ed.
is there also any correlation with the patches along the way?
