Eastern Cape under fire for spending R400 million on tablets for matrics

The Eastern Cape Education Department will spend over R400 million on leasing tablets for the province's Grade 12 pupils over three years.

This was revealed by the department's superintendent-general Themba Kojana during a presentation to a meeting of Parliament's portfolio committee on education on 16 July 2020.

“The unit cost quoted for a Samsung Galaxy Tab A 8-inch tablet is given as R5,396.40. The same tablet sells for R3,279 on Takealot,” Cassim said.

“Based on this value, the department would save R2,115.40 per tablet, which translated to in excess of R116 million savings on the tablets alone, if they purchased them on the open market,” Cassim.

“In procuring the tablets themselves, the Department would also actually own the asset, and not have to give them back after three years,” Cassim added.

In a response to Cassim’s questions over the contract, the Eastern Cape Education Department claimed the market price of a Samsung Galaxy Tab A 8-inch was R6,743.

“As a result of the partnership with Sizwe IT Group, the Department received a 20% discount on the purchase price,” it stated.

The contract amount – which was initially indicated as R160 million – has ballooned to R404.8 million. Kojana did not state the reasons for the contract increasing over twice its original value.

The Eastern Cape province is definitely the most corrupt of all the provinces. Limpopo is not far off.

Usually you lease to avoid the maintenance costs. Seems that's not the case here. Who insures them?

What is going on in the EC, Limpopo and the other poor provinces has been going on for ages. Nobody cares, thus it will continue. Don't worry, the WC and Gauteng will bail us out.

Don't worry - the tablets indirectly created 3000 jobs and the lease also covers any maintenance and services - pretty much a carbon copy of the contract related to the Eastern Cape Bike-Ambulances! Don't be so quick to jump on the corruption bandwagon especially when corruption leads to creating jobs!

Details of the actual scope of this blatant theft:


During a presentation titled “ICT Investment in Schools”, Kojana provided a breakdown of the costs of the contract as follows:


  • R192.4 million for 55,000 Samsung Galaxy Tab A 8.0-inch LTE tablets.
  • R95.9 million for SIM cards with data.
  • R31.6 million for maintenance over three years.
  • R18 million for kickstand cases.
  • R13 million for on-site delivery.
  • R5.9 million for Samsung Knox security features.
  • R4 million for apps.
  • R2.4 million for setup costs.
  • R659,450 for engraving.
  • R60,390 for screen protectors and pouches.
  • 15% VAT
Don't forget that more than 70% of these tablets will be lost, stolen or damaged beyond repair.

None of them will last 1 year, let alone 3 years.
