How are hung councils unable to elect a mayor "for the best"?

Technically the party with the majority can elect a mayor but yes it'll be chaotic because it means the rest can gang up and pass a motion of no confidence forcing the mayor out over and over. It may well be for the best if the EFF don't play games which is unlikely. They'll demand land and when the mayor refuses simply vote off that mayor.

EFF probably scared that if they're part of a coalition they might actually have to work and ppl will see how useless they are

Some councils already have a committee system which I think could be the answer here.

What committee system? New elections mean new everything and if you mean mayoral committees, those are selected by the majority party and usually made up of that party's members.

Rand just slid 11c to the dollar... What a bunch of self-centered, childish ****s.
The Rand has been flirting with depreciation against the dollar all day. Besides, with the strength shown over the last few days, a pullback was inevitable.
I don't think it has anything to do with this situation.
