If an owner forfeits property due to outstanding rates, why is it termed expropriation? Why is the appropriate term not asset or property forfeiture.

Expropriation is the correct legal term when it comes to property.

As someone said earlier, the other option is the have the sheriff attached the properties and auction it off(this would have been best) but the COJ wants to keep the property for themselves and only tender out the development and management.

Assets forfeiture is to do with criminal activity.

You would think forteiture is part of the municipality by-laws for credit control, ie in the policy. I doubt it's documentated as expropriation but could stand corrected.

So more squatter camps? I can't see COJ investing anything in Alex. They haven't done much till now, why would this get the ball rolling?

Where are the records of the municipality? Owners don't just vanish from the earth.
They do. Likely owned by legal entities who went insolvent years ago and everyone involved just gave up on the worthless property.

Brilliant.

Step 1: Hijack factory and kick out its lawful occupants. Don't enforce the law or anything.
Step 2: Factory goes to $hit. Owners are not allowed to evict squatters because of stupid eviction laws.
Step 3: No point in owner paying for electricity, water and rates for a property they cannot use.
Step 4: City can now expropriate property without compensation.
Step 5: Screech about the failure of capitalism to create jobs whilst you expropriate factories.

Well, look at the bright side. There is a process.

We also have a couple of abandoned buildings, most of them are goverment buildings though and supposed to give a service.
