Actually they are well within their rights to see the amount of foreigners hired, because well you need a permit and just through a lot of hoops to hire a foreigner.
The foreigner needs a work permit. In order for this they need to prove that they have extraordinary skills which isnt easy to find in South Africa. I know of people with PHd and Master Degrees thats been turned away or been waiting upto 2 years or more to get a work permit to come to South Africa (The government has tightened the screws majorly.
Pretty much this....
- A letter from your employer confirming your current and permanent employment, which is not older than six months.
- Proof of qualifications evaluated by the South African Qualification Authority.
- Work references or certificates of service (covering at least the last five years).

Now as off the past 4 years, you have to travel to the SA Embassy or Mission in your home country to apply for this permit, you cant simply cross the border and apply for it. It's a big NO NO with home affairs. There are many things they dont allow you to do anymore, and you have to go to VFS global. So my friends thats here as foreigners every 2 years fly back home and put in about 2-4 weeks of leave to get their permits renewed, and if they have kids...they must all go back. So it can be costly. This is as per home affairs.
And you cant blame home affairs, some other people are pretty strict with the qualifications etc too.
And even if youre married to a South Africa, now you have to do the same. Husband or wife can stay but you have to leave to renew your permit. Costly but thats how it is. Sucks
So with all this red tape, you have to wonder how the people from Nigeria, Congo, Zim, etc etc just walk into the country and apply for a job to work.
Well if you are a refugee you may be entitled to, but in this case if Zimbabweans, well your easy get into SA permit has expired. You have 1 year then it falls away completely, and you have to follow the same process like absolutely everyone else.

So its possible that a lot of Refugees work at the restaurants or even people married to South Africans. This is being looked at with a close eye, due to the amount of faked marriages in SA which can be quite high. Remember the time when you checked your ID number to discover you're married and getting it annulled was nearly impossible, took upto 2 years. If you pushed for a divorce, guess who got half of what you owned? Yip the person who fraudelently married you. Life sucks.
So what the EFF is doing normally gets done by the border control, or immigration officials. In SA well there are hardly any, considering the amount of illegal foreigners that lived on Greenmarket square a while ago. SA should strengthen fencing and border controls and enforce faster deportation.
However you may now curse me, but do remember that we allow all foreigners free medical, free housing and free education (this has set off a warfare) but the tax payer pays these bills. Thus more tax.
However how to fix this mess?
1. Control the borders properly, you need the right permits to enter, it shouldnt be too cheap for some. But yes get them to apply online via VFS Global.
2. Do what youre doing at the hospitals. Even though a kid is born here, it doesnt make him South African if your parents are foreign. (There was a huge issue where parents of foreign kids had problems enrolling their kids in schools because they didnt request the proper verification docs etc from their local consulates. They merely demanded because their kids are born here, they must immediately be granted citizenship).
3. Then create a ranked system with everyting. The biggest difference between the two Singapore school systems is not the quality of education, but the cost factor.
Local primary school fees start at $13 a month for citizens and go up to $750 per month for those with foreign status. These costs do vary slightly between schools and are usually revised each year. Yip if youre foreigner you should pay more. We do that at universities already. There is an extra allowance, but schools should do the same.
4. Businesses must prove that they couldnt find a local worked to do the job, so they had to hire a foreigner with the correct permits and they paid a deposit, should that foreigner loose their job and have to be deported. Now this is the case in the Netherlands. If you are on a work permit and you loose your job, you have 3 months to find another job or you have to pack up and leave. Sucks but should be the same here.
This way we save a lot on tax, we push our unemployment rate lower, and we save a lot on the freebies we offer. This money can be better used to expand for better schooling etc.
This way, you would be prouder to be South African, as you have benefits over everyone else. People would actually want to become South African.
