Electric Fence - JVA Z13 manual or troubleshooting

I have a an old JVA Z13 energizer attached to my old electric fence. The guy next door was trimming trees on the fence like so my wife "turned it off" - ie, she says she turned off the power at the wall, and turned off the power to the fence using the key provided.

When I tried to turn it back on, a week later, all the lights are showing as I *think* they should on the energizer, but, after the fence light flashes 3 times, the fence alarm goes off. (The energizer is connected to a siren)

So i would like to try to work out what is wrong. My theory is that either a) there is a short circuit caused by broken wires or plants, (I can't see one) or b) the battery ran flat.

I can't do this without the manual - the site, http://www.jvasecurity.com/ has a link to the manual but that is for the wrong manual, the Z14. Z13 doesn't have a console which is going to make this a bit complicated, the z14 is almost identical except it has a console.

So any advice for how to work out what is wrong, or a link to the correct Z13 manual?

Switch the fence on.go to the boundary wall and touch the wire.if it shocks it works...:D

Try get someone to test the battery.Is it a 12V 7AH gate motor battery? or Pics will help.The insulators on the fence self may be brittle and broken if branches fell on them and may short out.A megger will be needed if you cant see any physical damage.

It normally sparks in wet weather and it has not been, even before this episode - so I presume it is broken. The insulators are very, very brittle, it would not suprise me if they are allowing a short somewhere.

The battery we had to replace just after we moved in (+/- 2 years ago) after the wife turned off the power to the fence and it died. It was a standard looking electric gate battery (12V 7AH)

I've never heard of a megger... it sounds like I'm going to have to pay to get someone to fix it, and the last guy we asked (who came to fix the dead battery problem) told us he would not repair the fence, he'd recommend replacing the whole thing due to the brittle conductors and poor workmanship. For this service, he quoted at around R6000.

I see I can buy a DIY kit for R3500 for 100m (I need about 60 to 70m) but as I am not an electrician, I am worried I might screw it up.. and then I'd have to pay even more to get someone to do it right in order to get the compliance certificate that is now required.
