You should push for the owner to get 3 prepaid metres installed.

@Noori Ismail should drag the other two tenants to the landlord so that they can ALL discuss and settle this matter at the same time.

And start thinking about moving to a different place seems like a good idea too ...

If the charges seem off, comparing them with the tariffs for Octopus Energy might help see if they're reasonable. Some landlords add extra fees on top of the actual electricity cost, which isn’t fair unless it’s clearly in the lease.
