No that is not legal...

If they have the culprits the repayment needs to be clawed back from them, not their manager.

BUT the battle will be long, and the chances of her keeping her job or wanting to work in the environment created will be slim to none.

I worked in a Spar when i was around 14 on the till.

One day at cash up - the boss calls me in and says im R150 short in my till.Asks me where the money is,Told him that I didnt take it.
We looked and looked, 15 mins,30 mins then I ask him what is going to happen now?
He said he will have to call the police.So I say ok cool without batting an eyelid.

I then ask him, how much money is in the tray when we start the day? He says R150.
Idiot forgot to cater for the change left in each tray for the next day.He was fired shortly after that.

Anyways Fight this OP, or did you sign something saying that theft that occurs under your watch is your personal responsibility...

They have a state of the art security team and cameras. According to her knowledge the security person for the day of the theft didn't see anything on the cameras. The theft was found out the next day by the cash office. There have not been any steps taken against the security lady. It is only the supervisor that actions have been taken against.

My question is she is scared of losing her job because she depends on it but she thinks what they are doing is unfair. Should she continue with the appeal? If yes how does she fight it and don't risk losing her job?

That sounds very wrong, especially if she followed procedure. I would fight it tooth and nail. I would also make sure whomever the idiot that is dealing with her's boss what actions he/she is taking as that is just pathetic. If you are going to hold a manager responsible it should go all the way to the top unless there was clear gross negligence involved.
