It is a culture thing, they right about that.

Our domestic used to tell us the township leaders (more like mafia) would say if Eskom comes around to check for illegal connections you must beat the workers with sticks and metal poles. Paid electricity is a white mans thing, we will not support it. She's lived years where she is and she gets electricity by paying some dodgy guy who comes around collecting R50 for "unlimited" power.

They're also told to report any residents who report illegal connections to Eskom so they can be attacked too.
