and wanting to protect diesel reserves stage 2 is quite unlikely except for short durations.

Had that for a few months when living on Samui, Thailand. 30 minutes - 1 hour of electricity per day at a random time. Had to rush home when it came on, try to charge my devices, wash clothes, cook and shower (The water system needed power to work) It made me understand the importance of having backups.

I believe that was the permanent situation, not due to any utility issues?

There still are many areas in Thailand (especially the islands and coastal areas) where there are resorts with only a few hours of electricity a day.
