Mandela changed it, as far as i know mandela has not been in charge of the country or the anc for many years now. So i am not sure why you bringing mandela into this.

policy and implementation do not neccessarily go hand-in-hand. In fact its extremely rare that they do. Probably only happens once or twice in a countries history :D

We have a shortage of black doctors so rather leave the department empty than hire a white/indian doctor.

or they could hire Chinese doctors - aren' they classified as black now?

I find it odd that this only seems to be "surfacing" now. Before I left SA over 2 years ago, I dealt with various govt and semi-gov instutions and employing african-american "brothers" and "sisters" was common and they where blatent about it and considered the appointments as AA. Thought it was stupid then too.

Thought the same thing when I first saw the article.

One of our clients have a black guy in management he was born in the UK, got his education in the UK, but he qualifies for BEE and AA.

Actually it is clever not bad, foreigners i would imagine are far more educated so eskom are avoiding putting idiots in who are there just on skin colour. I may be totally off here but it seems that way to me.

Indeed. If you have to hire people based on their skin colour at least get competent individuals even if that means hiring foreigners.

For what it's worth he endorses them and hence their current policies.

I have a number of old posts on the forum informing of this tactic in Eskum and a number of municipalities, but I know for a fact that it is not only black foreigners that are being hired.

Eskum sources a good deal of the engineers from the UK.

These professionals are on lucrative short term contracts, which are perpetually extended.

I sure as hell would've done some research about South Africa before I left the US for it

Was he born of South African parents? If yes then it's not the same as the case of the foreigners whose families were never even affected by Apartheid. Foreigners should not benefit and Solidarity should take this up with the department of labour or the labour court.
The major flaw in the implementation of AA is that it is meant to advance a "group of persons, of which a particular individual happens to be a member", and not just a particular individual.
As a result, the particular privileges or achievements of an individual from a previously disadvantaged group are not taken into account when affirmative action measures are applied.
Case in point would be children of black billionaires like Patrice Motsepe, Tokyo Sexwale etc. Obviously, on the other end of the spectrum would be the children of piss poor White families from places like Pretoria West.

This anormally goes against the noble objective of having AA rooted in principles of justice and equality.

it's quite amazing how many of the apartheid ways of working are being implemented in one way or another by the current regime.

The more things change, the more they stay the same ;(

And yet private business can't do the same. A private company gets audited regularly to test for BEE compliance, and will not get away with employing foreigners, and then try to let them count towards BEE/AA.

sorry, the answer is NO

if your skin is black, then you qualified. simple :)

the EE report we submitted every year was exactly filling BLACK to that HOLE. Nothing else. They were not interesting of what nationality was.

(we did it every year)

Unfortunately they are only adopting the bad, none of the good.

As for same, no! Roads have worsened, water issues, sanitation issues, electricity issues (Eishkom) ....

What strikes me is how somebody from half way around the world now suddenly has more rights locally than I have, can get a job, but if your skin is too white and you are local, you cannot. White professionals need not even apply at Eishkom, it becomes Eishkona! Ditto in Gauvament.

We also see the old problem of throwing money (OPM => Other People's Money) at a problem as an excuse for not using common sense.

Where these people arrived and could make a difference, they sit. It shows a severe failing at management levels. Fire management, break links with gov't and hire consultants to run Eskom? I guess most are probably more qualified than their management anyway.

Quite frankly BEE is killing a lovely country.

Sorry if this seems out of line, but the way the country is going - also the blue light issue (again) on Carte Blanche, I cannot but get the uncomfortable vibe of malicious and evil undertones emanating from where this is going.

Maybe we can we try Canada for asylum again - we now have grounds with evidence, professional assassination :)

Oh now they say households and small businesses will only get a inflation based increase the rest will get loaded on industry. So again like last year the producers will pass on the cost to the consumer.
Then my work comes and say inflation was only 6% last year BS!!!!!!!! Inflation was the same as Eskom’s increases.
My groceries doubled in price the last two years. And two years ago I still bought cookies sweets and vegg.
Now I plant my own veg and no more sweets in my house.

I'll post the link.. was on the news.
