Does the govt shed the power we send to to our neighboring countries as well? or are these tied up in some legal agreement / humanitarian pact of the AU or something
I am of the understanding that they are pre-emptive services, so no, we don't send them power when our grid is constrained. Or at least that is what Eskom says, not sure about the reality.

Good point made by this article -- Ramaphosa's administration is spectacularly useless.

Key to turning around the coal fleet is the 4 000MW to 6 000MW of new generation capacity that needs to be brought on stream “yesterday”.

COO Jan Oberholzer highlighted that this was his answer to President Cyril Rampahosa in their first meeting on December 11 2019.

Not a single megawatt has been added to the grid under Ramaphosa’s administration.

Eskom reveals load-shedding outlook for the year — and it's not good

Eskom has revealed that, in the worst-case scenario, South Africa will be load-shed for 295 days — or 81% of the year — between April 2022 and 2023.

What's worse is that, in the scenario, Eskom would have to burn more than R35.9 billion worth of diesel to run its open-cycle gas turbines (OCGTs) while maintaining up to Stage 4 load-shedding.
Get rid of Greed Mantashe and extended Family, then we may see some legal private extra power.

They can't even get rid of Zuma who everyone by now knows engineered the capture of Eskom & the state.
