Never happen. ANC areas and they would lose their voters.

They would rather steal every last cent from the people who pay.

It explains why in 1652 years Jan van Roebeeck found nothing in the Cape.

My deceased uncle did this at a munic a couple of years ago. They switched off all prepaid meters in the location then put 3Ph 380v power on the single phase 230v line and popped just about everything that wasnt supposed to be on. Its a "clever" move, but a dangerous one at that. You never know what's connected to where.

Turn off those areas more often.
Give the legitimate customers in those areas a discount.

Still not entirely fair but it may dampen the injustice.
 
I agree, their inaction against this scourge of entitlement is disgusting and both sum up the wrong attitudes and bad management that exists in SA. It's theft.
