I suppose he could have said "skilled people, both black and white were chased out" though that wording seems a bit odd as it's unnecessary to add colour.

However If he didn't mention black anywhere, then many would assume it was just white professionals that were chased out.

If you are an employee who is incompetent, but in in a position of management (like if you are there because you fulfil some racial quota/ family relationship/bribe), you will not want to allow any of your subordinates (black or white), who are better than you to be promoted in case that you loose your job. Thus the people who are competent will leave whilst the people who are not competent will stay.
