Eskom, but actually it's the people who pay for electricity who are accountable.
We don't know for sure that Eskom actually designed the stations? Usually it is the bidder submitting a design as part of their proposal. Making unfounded assumptions means we don't get to the actual root cause of the design problems.

We all know the root cause is the loss of institutional knowledge in Eskom when they started their BEE cleansing, forcing them to outsource to international companies not familiar with our type of coal. All the existing power stations were designed by south africans within eskom afaik.

So, we can blame the ANC government and their policies.

Why not back that statement up then with some facts about the designs? You are making statements as if they are fact, and can mislead others. I can give the example of https://www.power-technology.com/projects/kusilepowerstation/ where it is stated who did the design, and it was not Eskom. I know too, the same went for Koeberg which was French design, and not designed by Eskom officials at all.

The Lethabo, Kendal and Matimba power stations were indeed though designed by Eskom officials.

I was referring to coal power stations were designed and built by South Africans - the 2 “new” white elephants were not.

But do you know this for a fact or is it just an assumption? If yes can you post something on it? I couldn't find anything on it. Plus it is slightly more complicated because in such a massive project some of the expertise could be local and some foreign. I also think even in Medupi and Kusile there were also local companies for some of the aspects of the plants, even though the major designs were done by foreign companies.

Sorry I don't. I remember reading that Hitachi was given the wrong coal specs by Eskom hence the incorrect design and reason why they have to do modifications to the boilers. The local companies involved also did poor workmanship apparently so things had to be done twice like the welds.

Yeah, I have my suspicions that foreign expertise has always been a thing at Eskom, power plants are complicated pieces of machinery despite the skills we had at the time it's not unthinkable that some aspects of the plants could have been done by foreign companies.
