Given the abject failure of Eskom's ability to deliver power, which statement is true?

“There is a feeling that when whites say there are no skills, they are talking about blacks who are now in charge of most of these power stations,”
“The blacks feel that the whites only say this because they do not recognise their capacity.”

The people who claim the second one is true will have to then claim that the reason why there is load shedding is because of the nasty white people not recognising the technical skill of "blacks who are now in charge of most of the stations"
