Well, depends which route you wanna take :

The Windows route :

Windows 7/Home/Pro/Ultimate
Microsoft Office 2007/or beta of 2010, it's free to use for 6 months (please correct me if I'm wrong)
Microsoft Security Essentials
an Adobe Acrobat reader/freeware PDF reader
TuneUp Utilities 2010 (personal choice)
+ all the patches since release date.

The Linux route :

Wait till 29 April 2010 and get yourself Ubuntu 10.04.

It includes free Office software + everything else.
There is a link somewhere of all the "missing" software to install, once you have installed Ubuntu on your pc.

Enjoy building your new pc!! :)

Assuming this is a Windows based system, device drivers and DirectX, decent antivirus scanner, firewall, e - mail client (free = Thunderbird or commercial = Outlook), an office suite and lastly FireFox / Chrome / Opera web browser.

Install Windows 7 first...

Then do this in this order to make your PC do anything jsut about.

Download latest graphics drivers. Install. Reboot.

Then install this order:
Antivirus + Firewall (Bit Defender if office PC, NOD32 if games/home)
Firefox mozilla.org
Office 2007 (Incredible Corruption)
Adobe Reader http://get.adobe.com/reader/?promoid=BUIGO
uTorrent http://www.utorrent.com/
jDownloader jdownloader.org
FDM http://www.freedownloadmanager.org/
k-lite Mega Codec Pack http://www.free-codecs.com/download/k_lite_Mega_codec_pack.htm -------->(When choosing install option, select option Lots of Stuff (choice 7 I think) then tell it to make Media Player Classic default for all audio and video. Its amazingly fast and high quality)

If using for games, install these too:
Steam www.steampowered.com
xFire www.xfire.com

Thats my usual list for a new PC. Now its hip and ready to handle almost anything.

The way I do mine (in more or less this order, using Windows7):
* Eset Nod32 Antivirus
* Office 2007 (one of these days I'll obvioulsy move on to 2010)
* Firefox
* Foxit PDF Reader
* PowerISO
* Imgburn
* VLC Media Player
* Windows 7 Manager

But this is obviously personal taste, some people would rather install TuneUp utilities than Windows 7 Manager, MPC over VLC etc.
And also keep all your software/driver up to date.

Don't forget you can use portable apps for a lot of the software that you use every now and again. Doesn't clutter things up with millions of installs.
