Toyota are fools if they believe anything a politician tells them.

They don't... they've laid down much of the law to the politicians and civil servants in those discussions more than likely.
What you're seeing is political and corporate spin pretty much.

Threaten to leave and take billions and multitude of jobs from SA.
SA government puts on the lip-ice and sucks a whole bag of corporate dicks to save face.

Yup, this is the most likely scenario. A company like Toyota doesnt joke around and their Prospecton facility employs a lot of locals.
They would have read the riot act to the politicians seeing as how they hold all of the bargaining power.

Looks like Toyota got the Metro to fast track plans for a "Supplier Park" (whatever that is)
