Extending South Africa's analogue TV switch-off deadline for a year could cost between R90 million and R167 million

No signal no massive expenditure...not your problem anymore either...
Some people are not going to migrate unless they have proper motivation to do so. Suddenly having no TV signal should help with that motivation.
I mean, this project has been running for 16 years already... if people are "left behind" because they haven't migrated to digital signal then it is because of their own choice* in the matter and they won't migrate unless forced to do so.

*Which coincidently includes myself in this regard, but I can't be bothered to watch TV so I am content with my choice

It's the same with the per-paid electricity meter upgrade, things are done at the last minute. It's the South African way.
