Yes, because cold tyres likely contributed to Senna's death. You can't race cars with cold tyres.
The trouble is some high downforce setups will help the teams who have them while the rest will be under pressure to overdo it.

I don't think anyone knows the cause really, though it happened when the tyres were cold so they were speculated to have contributed to it. The steering bay have broken on impact.
