OK I will take the bait here.no thats incorrect, he didn't select which cars could unlap themselves. 5 cars of the top teams had unlapped themselves already and 8 slower end rear of the grid cars had not done so.. he decided to let the pack race for the 1 lap remaining. If he had waited for the 8 slower cars to unlap themselves then the championship would have been decided under the safety car (how boring... no racing) he gave the world what it wanted, a race to the finish, and it was a flippen good last lap tussle. The rear 8 cars made no difference to the race results no matter where they finished.
you've got the rules and what the race director can or cannot do under a safety car a bit skewed.
