Since the warrant was already executed the affidavit can be released. Doubt it influences an active investigation. I see some from the House Intelligence Committee have asked for it.No idea.
It's part of an ongoing investigation and outlines what's being investigated as well as how they're gathering information, so not anytime before, I presume, someone if formally charged.
