Not only is there a possibility that SAPS WC is captured by gangs... But SAPS recruits now bribe their way into the service???

Dissolve the SAPS and start anew at this point...
Something isn't very clear about what is happening, the guys are already recruits, meaning they are already appointed, right? why do they need to bribe their way into the college? All along I thought you are recruited and you go to college, or are you recruited on condition that you are selected to go to the college?

scores of new police recruits have secured their places at police training colleges illegally by paying for their entry into colleges and sidestepping the required stringent test for entry.

That should clear things up.

I.e. they need to bribe their way into actually becoming recruits.

Yup, the entire thing is compromised.
  • People pay their way into the service.
  • The higher-ups are corrupt and captured by organised crime groups.
  • Most policemen can't do their jobs properly.
  • They're under-resourced by the gov.
They're paying to sidestep due process:

Those who choose to apply to SAPS trials will be subjected to fitness, psychometric and integrity testing, and medical evaluations during the recruitment, selection and enlistment process.

As I said, dissolve the whole thing and build a new police service from scratch. SAPS as it is now, I doubt even a national UF government would be able to turn things around...

Unfortunately for us in this country, Law Enforcement is largely a failed entity and will take a minimum of 20 years to see any positive turn around in in my opinion.

I often go fishing with a good friend that's a cop.
The stories he tells me.

He is so despondent that he cannot wait to retire.
And if you want to reach retirement age, you better turn a blind eye to the gangsters dressed in police uniform.
It's no real secret within the force - everybody knows it.
They will not hesitate to take you out if you are a threat to their activities.

There's still some good cops, but they are getting less and less.
Our police force is slowly and steadily becoming a fully fledged criminal syndicate.

Even when there is an inquiry, will the report and recommendations be adhered to? There had been remedial processes in the past to address issues within the SAPS ranks top to bottom, and it has only gotten worse. Once these structures are owned by the corrupt, it is not easily reversible unless you purge the hierarchy. It could take years, and even then, you will still have an ideological divide.

Just have a look at the SANDF, the untouchables.

Ignoring the SANDF, this is not unique to us, even the US have their history with corruption within their policing ranks. That is their problem.

Our problem is that this is impacting all crime investigations and discovery processes. Forensics are also compromised.
