Yes, in this country it has a specific meaning, it is a colloquial term for money that black professionals give, and are expected to give, every month to support their less fortunate family and extended families. Yes, if it was made deductible it would apply for all tax payers not just black tax payers but it would still mostly be black earners who claim the deduction.
