By the way you say, "a black child", it could be deduced that you are not black, and as such no, you are exempt from making deductions, but you are welcome to support the parent(s) that spawned that child, as a sign of good faith. May I suggest inviting them over twice a month, for a braai.

Also keep in mind that it is your duty to instill a deep sense of pride in your adopted childs' native culture and traditions. Anything else would be down right racist.
