Its almost impossible to fail the competency unless you point the firearm the wrong way round
The turnaround for the competency/licenses is still many months. Some people are luck and get it in a month, others wait 4-5 months. I got mine a few months ago after waiting for a year!

In my mind, getting your license approved does means the DFO gave his stamp of approval. Otherwise he acted illegally by vetting and then submitting your application with his/her approval in the first place.Not having your DFO's "stamp of approval" is going to make that a lot harder to prove. It's a pain in the butt, but well worth the time.
