Why do the numbers matter?
Is poverty contingent on how many people in the group are white or black?
You get poor white people who are living in squatter camps.
You get poor black people living in squatter camps. (Obviously many, many more than the number of whites.)
How does the number of people matter when it comes to looting?

I can drive from here to Hermanus and see only extreme black poverty in bulk. A truck breaking down along the way is presumably only going to be subject to the poverty in the vicinity: Which is likely to be black poverty.
