Because even a good tyre will have a blow out and has nothing to do with negligence from the driver.
Unlikely, even my low profile comes out of that with a bulge at most, a truck with good tyres getting a burst tyre because of a pothole would be an anomaly.

When I had my GTi I ran over a brick, 2 flat tyres instantly front and back. That’s when I stopped buying cars with low profiles.

As in current potholes? Just being all dimpled, uneven and bouncy will not cause a blowout.
It's bad enough that I don't drive in that lane. If your tires are in good shape, it probably won't cause a blowout. But if your tires are bad, it might contribute to a blowout.

Heard about this on the radio...Its terrible..

Will be one of the following reasons or all of them:
Unlicenced driver
Speeding
Overloaded
Non roadworthy truck
Non truckworthy roads...

And kids on the back of a truck. How is it possible that the driver and passenger in the cab can be fined for no seat belts but kids can sit in the load bay of the vehicle or on the sides of a truck or bakkie?
