Fixed IP Address on Netgear N750 or similar (Axxess/Afrihost)

Any idea how to setup this router to work with the fixed ip address. I emailed Netgear, and I was told the following:

Thank you for choosing NETGEAR. My name is xxxx

Your DGND4000 (N750) modem-router has VPN passthrough feature. It can accommodate VPN protocols from IPsec up to L2TP.

But with the router/modem web interface, it is not clear how to do this.

You Can't. Sorry

You can "pass thru" the VPN ports and protocols to another device behind the router.
But whatever it is must be able to use L2TP without IPsec - rules out most OS's/devices.

Thanks, this is all new to me, would have thought that a premium device would off this feature. So there is no way I can use a fixed IP? I had plan top host a website, and then a few other things. To top it all I cannot return the N750, seems like a total waste of money.
