The recording were not from the beginning on the incodent. Maybe not everyone keeps their phone videos on 24/7 just in case an incident happens

Only afterwards these claims are made and racism is inferred.

I dunno, every time I've been told to go back to Pakistan/India, it's not the way I dress or speak that they are pertaining to. Maybe it's the size of my shoes. Must be that.

Body Corporate was probably to scared to say no to these celebrations, since they would also immediately be branded as racists.

But then everybody else and their pets must suffer...

As long as it's justified , and framed in the right way....I don't see why they would get overly upset with a refusal. Heck, in UK on Guy Fawkes it sounds like a war zone. And New years.

Interesting comment from one of the Indian women: "We knew this was going to happen." Just let that sink in for a while....

Durban - DOGS, cats, one tortoise, one hadeda and a dassie were among the animals affected by weekend fireworks in Durban following Diwali celebrations, animal rights organisations reported yesterday.
Brigitte Ferguson of Kloof and Highway SPCA said their staff had worked 24/7 to ensure animals affected by the fireworks were taken care of.


“A total of 24 dogs, five cats, one tortoise, one hadeda and one dassie were admitted as stray animals".

“Thankfully, six dogs were claimed by their owners this weekend,” Ferguson said. “Sadly one dog and one cat were killed in motor vehicle accidents and brought to our SPCA.”

The organisation appealed to pet owners to take care of their pets during fireworks season. The SPCA still had to deal with Guy Fawkes on November 5 and New Year’s Eve.

Guidelines on the discharge of fireworks during Diwali Festival

6 November 2018

As the Hindu religious community will be celebrating Diwali this week, the City of Tshwane’s Emergency Services Department (EMS) wishes to inform all participants that private firework displays need to be approved by EMS.

The following requirements must be adhered to before an application will be considered by the Fire Safety Section for the private discharge of fireworks on premises:

• The area where the fireworks are to be discharged must be at least 100 m from buildings, roads and railway lines.
• The area where the fireworks are to be discharged must be at least 20 m from telephone lines, telegraph lines, power lines, trees and overhead obstructions.
• An area extending 50 m from the front and to the sides of the point at which the fireworks are to be discharged is to be clear of persons.
• The area to be kept clear for falling residue that is expected to drop from aerial fireworks must extend for at least 100 m to the rear of the discharge point.

The following are the requirements for such applications:

• Applicants need to apply to the City of Tshwane Metropolitan Municipality at:
Chief of Emergency Services
PO Box 440
Pretoria

Fire Safety Section
Cnr Bosman and Minnaar Street
Pretoria
• A sketch plan (scale 1:500) of the grounds on which the fireworks are to be discharged showing:
a) The position of the following in relation to the area where the fireworks are to be discharged:
- the nearest buildings
- the nearest road
- the nearest railway line
- the nearest telephone lines
- the nearest telegraph lines
- the nearest power lines
- the nearest trees
- the nearest refreshment area
- the position of the area where the fireworks are stored before discharge
b) Direction in which the fireworks are to be discharged with special mention of the prevailing wind direction
c) Spectator area
d) Area to be kept clear for falling residue expected to drop from the fireworks
e) Location of all buildings within 200 m from the discharge site
f) Location of all trees within 200 m from the discharge site
g) Location of all telephone or telegraph lines within 200 m from the discharge site
h) Other overhead obstructions at or adjacent to the discharge site
i) Position of chemical or hazardous substances on the premises
j) Position of all entrances/exits on the premises
k) Position of the firefighting equipment on the premises
l) Position of service stations at or adjacent to the site
• Submit the application form, diagram and letter of approval to the Office of the Chief of Emergency Services.
• Arrange for a fire safety inspection to be carried out on the premises by the Fire Safety Section.
• Be present on the premises during the fire safety inspection.
• Receive the written approval/disapproval for the private discharge of fireworks.

Criteria used for the granting of written approval for the private discharge of fireworks:

Written approval for the private discharge of fireworks will be given if it the discharge takes place on sports fields, agricultural holdings and other suitable open areas.

The City of Tshwane would also like to take this opportunity to wish all members of the Hindu community a blessed Diwali.

No that is what the fireworks do. The religion predates the invention of fireworks, and it can outlast the banning of fireworks. Go back to whatever you did before fireworks, or introduce a new method of creating light that is safer for everyone.

I have a feeling that a negative outcome would have been challenged in court.

Whether one is in favour of fireworks doesn't matter.

It has become clear that more regulation and a bigger conversation is needed.

Allocate designated areas to set off fireworks, have emergency services on standby & this should please most people.

You are not denying anbody's right to practice their religion & any emergencies will be handled swiftly.

I'm not in principle against fireworks being restricted to very controlled environments. They can be very dangerous, as well as their effect on pets.

However, in many of these complexes, often the politics is.....complex. By having some sort of survey thing, where certain groups have the ability to exert undue power over others, the reasoning and fairness can be preducial.

And fireworks is not the only territory where these surveys will apply.
