Free ADSL with Wi-Fi hotspot access coming to SA

I am really struggling to understand the business model on this, buy 10GB of wifi and get an ADSL account with it? Does that include the line portion?
 
I also have no idea how this is going to work. but I would be very interested to find out.

Is this article trying to say, that AlwaysOn will subsidise the ADSL line to the home user's premise? Will the ADSL line be setup to be 10mbps or more and share dedicated 4/2/1mbps of bandwidth to the client and the client needs to have their own ADSL username to use the line, or will the only way be able to access the internet via the WiFi?
