Free & lightweight solution for webservices

Did some Oracle SOA a while ago so not a total noob coding webservices, but kinda high level stuff linked to Oracle apps integration repository where most of the prep work has been done.

Asking for a friend who wants to have his mobile app chat with a db backend, but I haven't been exposed to the Non-Oracle setup/maintenance side of things. Which noob-friendly stack to recommend? Best development software? Maybe similar to XAMMP one-click solution which could have him up & running by tonight?

Just playing around for now so free, no subscriptions or software licences (i.e. probably not Microsoft
