Sounds like he wants the same deal as the ISP's in the US are fighting for. He wants the OTT players to pay for bandwidth.

MTN calls for collaboration between mobile network operators in South Africa, and Over the Top (OTT) players.

The fat cats are worried that their dish is about to get smaller.

Data is data and the prices are already expensive. Now you must pay for premium data, because it's going to cut in to the also extremely overpriced voice airtime.

Cell C (who arguably need the customers) have gone in the opposite direction. They realise that people don't want to pay more to use their data allocation however the hell they want to.

Bad move eMpTyN. Bad move.

Let's collude to rip off the customers... Already proven illegal in the food industry and they didn't even tell us how to eat the bread they had fixed the price on!!

So basically they are crying because everyone is sending messages for free via Whatsapp and they losing out (SMS revenue). So now they want to extort revenue to make up for this :confused:
