Free Wi-Fi is not for you

The Tshwane metropolitan municipality’s free Wi-Fi project is for the “have-nots”, not the “haves”, according to Knott-Craig Jr

Easy
Use edge like speeds 200kbps.

Have localized web services and sites.

Block popular data heavy sites like youtube etc.

It's not about blocking access as much as it's about managing expectations, I think.

Folks who have ADSL or some other permanent Internet connection at home, or buy a 100MB+ bundle for the their smartphone every month will probably not be satisfied by a service like this.

That's the message I'm getting, anyway.
 
Then what on earth are the poor supposed to DO with this free wifi access?! Surf the web at a snail's pace?

Following that, the long-term goal of the municipality is to provide free Wi-Fi to the whole Tshwane area, executive mayor Kgosientso Ramokgopa told journalists at a recent press event.

Proof that under the ANC soon we're all going to be have-nots?

So basically you are giving people who have never had water a tap that drips once every 2 minutes. Will take you a year to fill a bucket. Sounds legit.
 
We take internet access from the rich, the privileged, the oppressors of generations who have kept you down with myths of opportunity and we give it back to you, the people. Free Wi-Fi is yours. None shall interfere, do as you please.

Luckily other departments (like Angie's Edukasion Dept.) helped out a bit.
You'll get a little science or math pop-quiz as login, get it wrong, and you're successfully logged in as a "have-not".

That's the message I'm getting, anyway.

That is the way I read it as well.

To me it is more of saying that "they are putting in a crap network and so all the people who are used to decent networks are the have's and shouldn't complain because it is not meant for them"
 
Just because you have to pay for it with your rates and taxes dont expect to actually use it.
 
Looks like this guy is talking himself in to a job or has done.
 
And here a lot of us were hoping never to hear or see this guy again... :sick:
