Where do I find this breed? If you can recommend anyone or know of any developers (preferably with some testing experience as well) looking for some work, then please PM me.

I'm starting up a company that requires developing a large, secure database and a secure website to access the data. It's not all that complicated but certainly out of my depth and I cannot use my previous web developers.
