Probably hoping someone will offer to buy the plate off him at a tidy profit.
Not really, it could be that more than one car is registered under the same plate, or for number plate retention where if the Merc was sold, to be kept active it needs to be put on another car.
Since when can you register more than 1 car under the same plate? Registrations are always tied to a VIN and engine number last time I checked.
Might not be registered per se, and probably isn't legal, but I've seen people (families) using one plate with two cars.
Merely wanted to show the negative Nancies that there are other possibilities behind the plate.
