This applies to the pledges from the USA and United Kingdom too.

No sir, asking that kind of question gets you into trouble.. you'll lose your job, and worse.
But I was once told, not sure how true this is, that Germany feels guilt for Africa's woes, and likely they want to soothe their conscience. Or we are all being trolled, but I'd expect Germans to be smarter than that, surely they realize these asswipes in government cannot be trusted?

I think in this case it is simply because Germany takes climate change and the environment very seriously.

Rather Germany than China
I'd much rather it be China. At least that way, sure, we'll be colonised, but we'll actually get some infrastructure built. A Euro donation will be eaten by a handful of cadres and the rest of us wont get ****.
