Germany has a huge vested interest in SA. We have BMW, VW, Mercedes, Bosch and other factories here.

No sir, asking that kind of question gets you into trouble.. you'll lose your job, and worse.
But I was once told, not sure how true this is, that Germany feels guilt for Africa's woes, and likely they want to soothe their conscience. Or we are all being trolled, but I'd expect Germans to be smarter than that, surely they realize these asswipes in government cannot be trusted?
After centuries of dealing with Africa's leaders & politicians, knowing that you cannot trust any politician/leader on this continent is a basic fundamental to use to your advantage.

Bonus time for the FotherMuckers! Germany should rather send their expertise and construction teams to build whatever they propose. DO NOT GIVE THEM MONEY - it will not be used for the intended purpose!
Gotta employ the locals, or risk your construction teams being terrorized, and your sites being trashed.

And Germany gets...?

Since Germany is failing horribly with their push for all renewables , they sure need a new country to colonize with their ill ideas so I can only assume this is a bribe disguised as a gift in order to get german companies to get contracts in SA when we magically start pushing out "green" energy.
