That's the thing, just giving it over is not enough. Instead it should come with oversight and management teams to oversee the project. To make sure this money is spent on the actual purpose for which it was provided.

If not it's just going to disappear like the COVID relief fund.

Germany is clever that way - Germany loans funds for a good cause ; funds are received with utmost thanks and used to buy fancy German vehicles ; money ends up back in the hands of Germany with interest!
