Getting Google Photos and iCloud Photos in sync

Hi all
I think my first post in the Android section, not quite sure where this post belongs.

Here's the scenario.
My mother owns a Samsung Galaxy S5 and a iPad 4. She takes photos on both and because of the bigger size, she prefers viewing photos on the iPad.
She has both a Google account and a iCloud account, the iCloud account has paid storage because of all the photos on the iPad.

I want to sync up all photos to the iCloud library because it already has a lot of paid storage and because she prefers viewing photos on the iPad. I know that this can be done with Dropbox, but I don't see the point in paying for some more Dropbox storage to achieve this if she's already paying for iCloud storage.

Any idea how I can get this set up? Getting the photos she takes on her phone to show up on the iPad and iCloud photo library is most important, having the photos taken on the iPad or which is already in the iCloud photo library show on the phone, is not that important.

Please take it slow as I am a Android noob, I don't know the OS and don't like it very much, if she listened to me back in the day and got a iPhone, this wouldn't be a issue.

Me thinks that if you download Google Photos on her devices- choose the free but high quality option for savings the Photos. Then once Google Photos has uploaded/sync'd all her photos on her device/s, she can use Google Photos to view all of them regardless of the device she uses as long as she uses the Google Photos app.

I would then take it a step further once you've checked that all photos are uploaded to Google and cancel the paid for iCloud storage as the high quality Google Photos option allows for unlimited storage.

Not sure if this makes sense...
