Any money that he has is probably taxpayer money. So yes the taxpayer is paying for this. This is South Africa, you know how it works.

Standard procedure for Cadre deployment. As long as you are useful they overlook the brown envelopes and general fudging of the books but as a cadre you know that the day your usefulness runs out you better pick your bags and go quietly or you end up like this.

The guy worked in the private sector for some time before he came to the SABC, but I agree, technically we all are living on taxpayers money.

Why are we paying useless government employees so much?
That's what was still in progress to be paid.. probably for delivery of 2 rolls of toilet paper or something.
