Google will pay R6.7-billion settlement for "deceptive" location tracking

Google agreed to pay a total of $391.5 million (R6.7 billion) to 40 US states to resolve a probe into controversial location-tracking practices that the Alphabet Inc. unit says it already discarded several years ago, in what state officials are calling the largest such privacy settlement in US history.

Google will "significantly improve" its location-tracking disclosures, and user controls starting next year as part of the deal, according to a statement issued Monday by Oregon Attorney General Ellen Rosenblum, who led the negotiations with her Nebraska counterpart, Doug Peterson.

Google claim to have toned down the location tracking in the US. Has the same been done in the rest of the world, or is it business as usual in this country?

Google will find another loophole/exploit.
This fine is nothing for a company that does > 60 billion USD revenue per quarter.

Wouldn't that thing apply where they have to obey US laws outside of the US?

Petty cash

Yes, petty cash, but in real capitalism no company will just write off this loss. The employees will pay for it first and Google's clients will subsequently pay for the balance. This is how economics work. Any company will go belly up if they just keep paying on not find a way to get that money back, with interest.
