Still interesting to know what the current per kWh price will be since original quote was when low oil price with it not being fixed cost, but linked to cost of it on market, must have jumped up quite a bit.

Who owns Eskom?

The board of Eskom makes operational decisions.

Only real option the government has if they want to push the deal through is to chuck the board for one that toes the line. We shall see if that happens but I doubt it.
