Employment and operational matters are not the business of the minister. This sounds so wrong on many levels if it is indeed the way it is reported, I am very interested in hearing from Gordhan because it doesn't make sense to me.
It's not as if Gordhan wants to hire the people himself. If Eskom went off and hired 50 white skilled employees they'd be a huge outcry which could embarrass the ANC (sensitive as they are). So, Eskom needs the shareholders express permission to do something like that.
Cutting skilled white employees was needed to comply with the strict provisions in South Africa’s Equity Act.

The Department of Labour required Eskom to set quotas so the demographics of its workforce would more closely match that of the country at large.

Eskom had to submit a plan to reach these targets by 2020.

Ministers meddling like that even if their intentions are noble is very improper and could be interpreted as abuse of power.
Going by the article, Solidarity offered help in May and last week Gordhan accepted the offer and asked Solidarity for a list of people they think would help Eskom.

As Minister of Public Enterprises, he is in charge of all SOEs, so I'm sure he'll probably talk or has already talked to Eskom management and HR and whatever else about this.

Because getting rid of the qualified and experienced white engineers was a government initiative.

Plot twist, they aren't in perth most of the time. Those engineers and such are much further north (and other surrounding areas) on site at the various mines and plants.

Maybe but only in private. Within the public eye, it wouldn't be surprising for the other unions on making a huge outcry and framing it as some sort of racial attack that is counter revolutionary since they "weren't consulted".

The Cubans have never, ever been good at anything. You just need to look at them back in the 1980's here in Africa and today in their own country. Much like the ANC both back then and now. It is now just a matter of them expecting compensation in many forms from the ANC for their support back then. Nothing to do with being good or having skills.

That's the whole problem, he cannot be talking to HR or the Management about anything that amounts to undue interference in the operations of Eskom, that's exactly what ministers in the Zuma era did and that's how we ended up with the likes of the Prasa "engineer" and people like Hlaudi.

Pravin is responsible for the board, and the board is responsible for the management and the management is responsible for the operations of Eskom, which includes getting the right people with the right skills.

If it happens that Eskom has an issue where hiring certain people negatively interferes with their AA and EE targets the board can approach Pravin and tell him about it, Pravin can therefore give the go ahead to the board which can liase with management. At no point can it ever be acceptable that the minister is going around making agreements with whoever pertaining to HR matters at Eskom, it is improper.

Still, he is not in any position to be making arrangements and accepting offers from Solidarity or anyone in matters pertaining to employing people at Eskom, regulatory matters should be dealt with properly between himself and the board.
